This is always a difficult decision with a frame that may be worth less than the repair and repaint will cost. While you can replace the tubes and it might ride very nicely, you can find another Derosa frame fairly easily for less than the cost of the repair. They aren't that rare. I would buy another frame and either play around with that one or find an up and coming framebuilder who wants the experience and have him do the repairs, then do a cheap paint job to minimize out of pocket expenses.
