I'm not sure how the Takhion did it, but it looks similar to how we (Trek) did it for some team track frames we built in the early 80s. A length of tube was brazed to the front of the crown to serve as a stem, and a clamp fabricated from a piece of split tubing brazed to the front of that to hold the bar.
