That should get the date pretty close, the first ones were all white, and later ones were all black. (then they closed the spring sections instead of just having shields)

it looks pretty much right to me too, other than the seat everyone else has pointed out. Unless you really love the seat, it should be replaced.

As far as changing stuff, I wouldn't change anything but that.

Unless you want to make it a bike you use everyday, or you want to commute on it. Then I'd remove and save the early simplex stuff and put on serviceable newer stuff. ONLY because the older simplex stuff is fairly expensive to replace, and can be a bit fragile. But for an occasional ride on nice days, just put on a better seat.
