That bar is from the 80's. I first saw it on the 1986 Peugeot PZ-10 I bought about ten years ago. I think there were three series of Cinelli alloy bars with the classic 26.4 clamp. The old style had the elaborate heraldic crest. Another style had simpler logos like the one shown, while a third had no real logo, just "Cinelli" with a winged "C". I had thought for several years that the simpler logos like this one were "intermediate" between the old style and the winged C. But in a thread a while back, some other members advised that Cinelli actually changed from the old style to the winged C, then to the simpler logo. In any case, I don't think that bar is any earlier than 1980, and probably a few years after that.
