My company distributed Spenco to bike shops in the '70's to '80's and the lever pads were a Spenco product. The pads were made from nylon faced Rubatex wet suit neoprene with hook and loop for attachment. Never a really popular product but they did work reasonably well (better than nothing!). Pretty sure no longer made but you never know what NOS parts will turn up on ebay.
