I would use just a simple leather strip or similar to attach the tire under the seat. Looks cool and is lightweight. There is a nice small bag available from carradice also, you can see it at http://www.brotlos.com that can be easily attached to the saddle and covers a bottle or some tools too. http://www.carradice.co.uk/day-use-bike-bags/barley-saddlebag.shtml

It can be combined with a support rack like the Bagman http://www.carradice.co.uk/racks-and-attachments/index.html

I use the bagman with quick release on several cycles and owe also a Camper Longflap bag for longer rides. Love it.
