The classic way to carry a spare tubular is to fold it up and secure under the saddle with an old toe strap. Another classic setup was a Zeus tubular tire carrier, that used giant rubber bands to secure the tire. They must have made millions of these, as there are still plenty of NOS ones available. Other companies made them, but the Zeus are most common.
Rivendell used to sell flat pieces of waterproofed canvas that one used to roll up a tire and maybe some small tools in. I don't seem to find them on the Rivendell site now, though.
