If the skewer is original with the hub set, you can check backside of bearing race lock nut to see what year the production is. There should be two digit number stamped in both front and rear.

Ther are many BENT (after Campy factory) handle BEFORE 1976 CPSC change, but many were done right before changing to scripted OPEN/CLOSE handle type.
