This is shown in the first picture with the photo from the CONTI book in the background (Thank You, Harvey S) the one pictured is actually made from a 10/24 machine screw ,some wire and some basic hardware items.( original bike mechanics were Blacksmiths, Right?) these are usually left behind on some past bike so they do not show up very often. This allows you to position the rear wheel for easy mounting in the frame mechanism which is attached to the bike. The photo of the parts (blue background) will enlarge to a huge size to maybe help you all understand some of the various parts plus the freewheel to hub drive mechanism.
