There's plenty of info out there on the web about DIY anodizing, and it looks pretty straightforward really, especially in black or silver/clear. The only concern I'd have would be pieces with pressed in steel races- like headsets and hubs. That said I've seen quite a few examples of parts that did have steel races that were anodized by hobbyists and I somehow doubt they removed the races prior to anodizing and refitted them.

I think one could probably recover one's modest investment in materials and equipment doing custom anodizing and restoration of small anodized bike components once one got good at it and word got out. I'm not seeing anyone advertising it to bikies and it'd be a useful resource for CR-types to have I'd think.
