I have seen it on some French bikes much, much earlier...But it seems to me that it became a production standard with many of the big Italian marques in the mid 80's (Pinarello, etc.). The long 1010 dropouts certainly say 70's to me. But the detached head badge and paint certainly don't look original, so per haps the cable routing is later addition?
