I'm thinking about my first reply and the earlier the Frejus, the heavier the tubing. Plus Frejus had a lot of custom tubing made. So I still think 26.4 but I'm waffling!. As to the saddle, a Brooks B17 of appropriate vintage is a good choice. An Italia was also an option but much harder to find in the US.
