That's perilously close to bait-and-switch, IMO.
I don't believe that frame has the star cutouts in the sides of the headlugs, and I can't tell if it has the curly-cue cutouts in the lugs, the photos are so poor. The downtube decal does indicate the frame is a Special - though obviously not the same or in the same class as Dale's (or mine). The seller clearly doesn't have much of an idea what he or she is doing. Definitely not in the first rank of Picchio frames.
