I think it is pretty common for nonattached parts to get robbed out of boxed bikes. I bought an NIP Flandria Team Replica a couple of years ago. All original Dura-Ace, but someone had robbed the original Dura-Ace tubular wheels and replaced them with mid-priced Shimano clinchers. However, unlike this Raleigh, I only paid a few hundred dollars, so it was still a good deal. That bike evidently went cheap because it did not have a tubing sticker, near as I can tell never had one. Some people obsess too much about tubing stickers, even when a frame is obviously a quality one.
