Actually that is a conventional filet brazed joint which has had a decorative band (a readily available add on bit) added to the front top & bottom.?

This is a 50cm x 50cm frame with a headlug that appears to me to have the front part of a Nervex lug that shows on the front of the head tube, but as it blends back to the top and down tubes, the lug disappears and the frame is lugless at those junctions.
