     Did you get any responses from the experts on this stuff? If not, here's my theory: the shorter spindle is meant for an earlier crankset with the covers on the back surface of the crank arms. Or perhaps they're meant for steel cottered cranksets, which typically have thinner arms than aluminum alloy cranks.
     By the way, I would have thought that pedals meant for use with raised lip cranks would have a longer threaded section.
