No question in my mind Kerry, This bike, even though common, does not need a "restoration." Some elbow grease with a clear coat safe compound, some white touch up paint (no problem matching colors here) maybe a replacement Reynolds decal, and PERFECT. In this case why invest more on a bike you are going to ride and scratch up anyway. If it were a rare one, I would even argue more strongly for conserve.
