[CR]A cotter-pin issue - where does the problem lie?

Have been trying to fit the cranks on the Carpenter this evening - I am fitting a Durax(?) set on a BW (IIRC) axle and have two different sets of brand new cotter-pins - one a Continental set from Ray Etherton. I am able to get the pin seated properly on the drive side but can't seem to insert the pin properly on the off-side - apart from not wanting to get in there, I am left with the cranks out of alignment (with the right-hand crank in the 12:00 o'clock position the left is a few degrees off to the left). I must admit I haven't played with cottered cranks since my teenage years in the mid to late seventies, therefore, any help or advice at this stage would be most welcome. I would prefer to use the finer Continental set if possible.
