Add says it's a NR equipped Colin Cape and appears to be w/in our timeline. I've never heard of these bikes...

This bike is much older than stated; check out the old style 3TTT stem and the standard reach brakes with flat QRs. I had one of these bikes in the mid '70's. So did Mike Howard (of Wizard fame and other infamy). They enjoyed a brief span of popularity in SoCal. Rather odd geometry in big sizes; The seat angle was so slack that I was forced to deflate my rear tire to remove the wheel. I recall seeing a few broken ones as well. Still, an interesting "classic style" British bike and this one looks in good shape.
