I mount a ton of Paselas in our shop, as I recommend them to folks who want an affordable, nice riding tire. HOWEVER, it's true, on some rims, they are a looser fit than most tires. The Mavics in general and the Sun CR18 both tend to run a bit "big", so I'm not surprised you find the Paselas snug there. On some other rims though, especially older Arayas of all types, you have to be careful as the fit is rather loose. And on the 20A rims I have on one bike, I could never get the Pasela to stay on it reliably. I haven't tried a second layer of tape yet as Hillary suggested... maybe that's the ticket.
