The photos are unfocused (the ground is perfect!) but I have seen a few of these Miyata frames with the holes. And that's what they are; holes. Every one I have seen has the same stress cracks radiating from the holes. Bad idea. Not much you can do except replace the top tube or move on to the next project.

I recently acquired a 1988 Team Miyata lugged steel frame. The frame has internal cable routing complete with rubber/nylon cable housing boots. Problem is: there are small cracks in the TT where the cable openings are located. I am told that the previosu owner rode the bike for years and never saw the cracks grow. They appear to be hairline and I can not determine if the cracks are crinkles in the paint evidencing some stress of if they are though...(I am reasonably confident that they are not through the tube).
