For Al Knoll; In Sacramento; you might talk to Sherm's Plating. The acid portion of the chroming process can eat the material joining the lugs. I observed this on a friends chrome frame in the Sac area years ago. It was ruined by the chroming process. As to the cost of chroming; I think the fines and cost of compliance of EPA regulations is what closes so many chrome and body and paint shops.
