I recently baught an bike on ebay-france for its saddle and sent it to a friend. It fits him fine and seems to be intact.

Tires, cables, pads need replacement. Bearings probably need an overhaul too. That's not cheap in France, so my friend wants to know if its worth the investment.
Can anybody tell what it is by looking at the phots ? The paint is clumsy brush-on and the sticker look cheap, but the frame looks fine. The head tube has some very nice spearpoint lugs.
Anybody know who made the lugs and when?
