I discussed this same problem a couple of weeks ago in regard to 5-speed Sh imano, and to a lesser degree SunTour FW's placing the outer cog too near t he DO when substituted for an old French 5-speed.  Part of the problem th ere is that the Japanese FW's have a flange inside the inner cog that butts against the hub, while the old French FW's had the inner cog flush with th e inside of the FW body, or at least had a thinner flange.

I think the Oro has the inner cog flush with the FW body.  Perhaps the CX has a flange inside the inner cog like most "modern" FW's.  I don't se e a simple solution.  You could add a spacer the the FW side of the h ub and remove one or use a smaller one on the off side, but then you have t o redish the wheel, which seems a lot of trouble.  A smaller small cog might help, but you are already at 13T and even if you can find a 12T f or the CX, that might not be enough to solve the problem.  If it were me, I'd just use the Oro.  Since the Oro is older than the CX, it would ha ve existed when the bike was made, although it might not still have been in production.  My view is that a component older than the frame is always correct, since the original owner could have fitted it, even if it wasn't the latest model at the time.  And if it is the same nationality and bra nd, so much the better.  After all, the CX and the rear wheel cannot be i dentical to the original, unless the chain rubbed the DO when the bike was new.

I have two sets of wheels built with 1981 Campy Record hubs 126mm rear spac ing. One set of these wheels has a Regina Oro freewheel and the other a Re gina CX. Both Freewheels are 6 speed 13/21. When fully threaded onto the
