I have a pair of 45 mm. wide mudguards and 27" x 1-1/8" tires on a 1970s British bike with early Campy NR brakes. No problem at all with even that width between the brake arms. Seems like your main concern would be the height allowed beneath the fork crown and rear bridge - on your specific bike. On my bike the brake block bolts are right around the center of the vertical adjustment slots, and there is still room to spare between tires and mudguards.
