I would guess WEINMANN. Their more modern "Carrera" model brake levers of the early 1980s used a contoured alloy body similar in shape to Campagnolo. Shown here is an example on the cover of a 1981 Weinmann catalogue. Notice the drilling pattern:

Dia-Compe's "Grand Compe" levers of the mid 1980s had similar body styles too, although the drilling patterns I've seen differed from those on your lever blade.
