That is correct.
There is a third plastic rocker arm that links the right and left arms
and keeps the motion synchronized.
There were at least a couple of versions made for Bridgestone, I think
the earliest version runs right at the edge of the CR time line.
Shimano also had a similar set-up incorporated in some "Tourney" branded
side pulls, I don't know if it extended into other lines.
