J&B Supplies had ones with a fiber insert in their catalog recently. A local bike shop that orders from them could get them for you.

I use Raleigh Raincheck blocks (rubber with leather inserts) on chrome rims . They were designed to give more effective braking in the wet. I don't k now whether they're still made, but they do turn up on eBay reasonably fr equently.
