Not such a dumb question at all.
The reason is that the top mounted cable guides take a lot of strain and sometimes pull loose. Anytime you are restoring a bike with the top of the BB guides, you must carefully examine them to see if they have started to pull loose. Some builders will nearly insist on removing them and re-routing the cables beneath the BB if they are doing a full restoration.
