One huge factor to me in these kinds of sites is EASE factor. Gotta have a solution that minimizes your own time. Doing my own webpages, with the editing of text, etc.... is time consuming. A quick/dirty way to upload photos, WITH built in scripts for thumbnail creation and sizing etc, and scripts to display and navigate through them... is a real plus.

This has nothing to do with free, hosted sites - but for those hosting your own pages... there are some nice utilities (including often AJAX technology) which help make these steps quick.
