[CR]tool identification, please

I recently purchased a number of tools from a list member. One of the tools, shown at this site:

I cannot figure out what it is used for, if indeed it is bicycle tool. I appears to be the kind of tool used for pulling cranks after you have stripped the threads on the inside of the crankbolt hole. The t-handled bolt appears to thread into a "normal" crankbolt hole, but the two jaw like pieces have nothing to grab onto. The jaw devices do not move close enough to each other to latch onto the back of the left arm, nor do they separate far enough from each other to slide behind a chainwheel. Perhaps the tool is not designed for bicycles; after all, I one time asked for tool identification when Jamie Swan informed me that it was used for skate sharpening, and me coming from Minnesota. But if anyone recognizes the tool, I would appreciate him or her telling me what it is. It does appear to be a tool for removing something by forcing the bolt against whatever the jaws have secured and the long handle allowing leverage to yank it off. It also does not have a manufacturer's identification on it.
