There are several elegant solutions to the problem of 26tpi bottom brackets, but re-tapping the bottom bracket isn't one of them. My solution (in 1975) was to just get a traditional cupped bottom bracket (sugino maxy) in the right size, and use that spindle with your 26tpi cups. With a few exceptions, most bottom bracket spindles from the classic era can be interchanged.

A second solution is to buy the Phil Wood 26 dpi retaining rings and use a cartridge bottom bracket. Choices for bottom bracket include (a) Shimano UN-71, UN-72, (b) Campagnolo Chorus & higher square-taper (2007+ Centaur will also work), (c) IRD / Tange bottom bracket, (d) Phil Wood itself.

Choice (c) (IRD/Tange) is probably the most cost-effective choice, however, I have heard that whereas UN-72 is the perfect fit for the phil rings, the IRD/Tange bottom bracket is a slightly larger diameter, so some filing of the retaining rings may be necessary to hold the cartridge properly.
