No way french, those are Shimano AX cable guides used with the AX brakes up in front to sort the cables when they enter under the barwrap. I bought some from this exact seller for my Norta AX bike and later on also bought a complete AX-marked cable set including those guides.

Anyone know for which cables and where this might fit on a bicycle?

These appear to be fairly rigid, perhaps formed of a cast alloy? And, the open end could slip around or over... something... but, that's as far as I can imagine.
