The most common sizes for these parts are a 26.0 mm size for the bars, and 26.4 clamp size for the Cinelli stems.  My experience is that this combo will slip, even if tightened to scary torque numbers.  But I am a big hef ty fella, so for a lightweight it might work:  for a while.  But I'd be scared about the stem cracking catastrophically if over tightened this way .

The solution then, is to shim the bars, the classic shim being beer can met al.  Of if you don't want to use shade tree mechanic improvisations, Nitt o makes a special handlebar shim to make 25.4 bars fit 26 stems, so it migh t work for 26.0 bars and a 26.4 stem, although you might have to sand a bit . 

But if you do this, all cognoscenti will wonder that you don't know TTT and Cinelli don't mix, and you will have to reassure folks you aren't going to die when the stem lets go, leaving you carthwheeling down the road in a cl oud of limbs, bike bits and body parts.  Unless of course your intent is to yank some chains----:)

Can an older Cinelli stem (70s 1/A or 1/R) clamp an older 3T handlebar secu rely (70s Superleggero etc.) ?
