Regarding Brook Watts' query: "... a JUY 51 and lever ....here's the link: http://s27.photobucket.com/albums/c156/brookbikes/ .... Does this lever match the derailleur? Also the lever is tagged Huret on the band, is this common or do I have mis-matched items?..."

The shifter isn't usable as currently configured since the cable won't wrap around the shifter body on its way to exiting through the cable housing adjuster. The shifter lever has to be turned around in the assembly, so that the offset paddle at the top of the shifter lever is on the outboard side of the shifter for your fingers to engage.
