When I was a small kid, I had a bike that became too small for me, and IIRC it ended with me raising the seat as far as I could (leaving just enough of the seat post inside to clamp it, i.e. maybe about 20-30mm), and promptly breaking the seat lug off the bike. Of course, that was a cheap children's bike, but I would imagine the same could happen on a on-topic bike. I am no expert and cannot say how adequate would be the 70mm you mention, though.
