Dynamo boss on the port-side rear seat stay strongly suggests French manufacturer. (Or, more remotely, even a custom American builder who was into dynamos.) Were the bike British I would expect it to have a fork-mounted lamp boss, not a dynamo. The boss itself is a somewhat distinctive design which might provide more clues...buy our framebuilding pros could tell you much more. Pump pegs on the seat tube might further narrow the maker...Looks like Campy dropouts...What's the rear spacing, 6-speed/126?
