Ball size is 3/32", and your count is correct. It does look like there could be one more bearing outboard, but adding it bound up the axle when I tried.

Can someone who owns a set of these pedals tell me how many and what size bearings there should be? I scored a set and it has 20. It had 11 inner and 9 outer. But it appeared to me that there should or could have been one more in the outer. Which makes me wonder if the bearings are the right size.
