No, such black anodized stems have been sold for more.
I was told by Ugo De Rosa, in 2007, that such stems were more prone to breakage than the standard stem-perhaps fewer survived (?)
Black anodized stems were used on De Rosa Sammontana team bikes during the 1983 period-however, in some races the standard stem was also seen.
