I've had good success regrinding headset races using a lathe and an appropriately-shaped stone held in a rotary (Dremel) tool. The headset part is chucked in the lathe and rotated relatively slowly while the stone spins in the Dremel which is mounted in the tool holder (I use one of those flex shaft attachments). For the fork race I chuck the entire fork in the lathe and grind the race mounted on the fork, which has the added benefit of truing the bearing surface relative to the steering tube. It's a fairly slow process, but does a nice job and rejuvenates those expensive Campy headsets. I don't have a fancy shop, just a small ancient Southbend lathe I picked up cheap and your basic Dremel tool with the usual attachments. The kit I got came with a couple of grinding stones and a little block that can be used for shaping the stones to the appropriate radius.
