That person would be Andy Werth.
Andy was very well known and respected in the local racing community in this area, and a genuinely nice guy. Andy had a custom Masi 3V made for him in Italy, as well as a Masi track frame, which he raced for a number of years. I bought both of those from Andy some years ago, the 3V as a complete bike and the other as a partial bike, when Andy moved on to newer racing hardware. I later sold the track bike to a good friend (also a local racer) and he raced it for a number of years. When my friend decided to sell the bike, I offered it here to the list, where it was sold once again. That bike can be seen here:

My friend called me when he heard about Andy's passing, and lamented that he wished he still had the Masi frame. We have an old photo of Andy racing on a track as a young man that we wanted to work into a Cirque T-Shirt last year, but that never came together. Maybe we need to think about that again.
I still have Andy's 3V frame.
After a long, debilitating illness where he was no longer able to ride, I only hope Andy's now riding again somewhere.
