Hi Tom,
    I'm not an expert on Art Stump but having met him in the 70s, and if my memory serves me correctly, Mr Stump was a jeweler by trade which is why his lugwork was so elaborate. Art also came up with a gear shifting mechanism where both front and rear shifters were mounted on the same side of the down tube. Art's 'work' was always the highlight at any gathering of bicycles. Congrats on owning one.
