Mark, that sounds like the Raleigh "anniversary" headbadge, which was on the 1969 or 1970 models. What is the serial # under the bottom bracket? The Int'ls tend to follow the scheme posted here for 1967-1973: http://sheldonbrown.com/retroraleighs/dating.html. The first letter will indicate the year: D = 1969, E = 1970. Fwiw, my 1971 Int'l has the regular Heron headbadge.
