Hmmm... The experts diverge. There is as Mr Lockley suggested a way of finding out easily, that is to contact the Audax club in the person of the organizer of the event which is most related to the previous owner of this bike. This is public knowledge, eg published on the Flèche Velocio webpage which Mr Aubague is so very closely associated with, I guess it's ok to post here michele(dot)hugon(at)audax-club-parisien(dot)com

I can also help you locate to the only person with the "right" name who shows up in the phone book, and who lives in Paris. This being public knowledge, just paste this url http://www.pagesjaunes.fr/trouverunnom/RecherchePagesBlanches.do and search for the person you want to locate (this is the online phone book). You will need to put family name in the "Nom" box, firstname in the "prenom" box, then in the "Region ou departement" box, type idf  ("idf" meaning indifferent). Finally, click the mauve (OK, if you say it's purple, I won't argue endlessly onlist with experts on things mauve and purple) "Trouver" button. All other boxes you leave empty unless you have a specific address (actually, you do I guess, with the address on the steerer cap bolt).

So now not only do we now know where to look for info about this particular bike, we know how to use the phone directory in France :)
