Long-time lurker, first-time poster with a mysterious frame for your analysis... I'm not interested in it's value, just wondering if someone might be able to ID the maker, nationality, age and/or any other details. The previous owner believed it to be an early Rossin, but this appears different from the Rossins I've seen. The only notable makers-mark is the distinctive 'hollow R' cutout on the lower head lug, seat lug and underside of the BB and the number '0907' stamped on the underside of the BB.

The size of the frame is 50cm c-c on the seat tube, 54.5 c-c on the top tube
(its 'long and lean', as they say). It takes a 26.0mm seat post, and has a
68mm bottom bracket shell width, English threaded. It has brazed on top tube
cable guides, bottom bracket cable guides, water bottle bosses, and a chain
stay cable stop on the top. It has a plain brake bridge with non-recessed
brake mounts. The dropouts say 'brev. campagnolo' and appear to have been
drilled once for fenders or a rack, and the rear dropouts appear to have
been reamed wider. The head lugs look to me to be prugnat type-s (or
guinticiclo, I can't tell the difference). The fork crown is a vagner (the

The frame was purchased used, completely unbuilt and re-painted from a seller in Richmond, BC, Canada. I cannot tell what its original color was, nor does it have any decals. Any other info needed or pics that would be helpful?
Any help you can offer in identifying the maker or nationality of this frame would be appreciated!
