Yes, the one on ebay is the second, 1974 edition (I have this edition).

This appears to be the second, 1974, edition. I have the original 1970 edition and the 3rd, 1980 edition, which is titled The ALL NEW Complete Book of Bicycling. Was there a fourth edition? The title of the 3rd is not really accurate, as there are a number of photos and drawings reused from the 1st edition, although all of the bike models described and the photos of them are new or updated.
