Hi Tristram, My initial thoughts where Carlton......and that's before I noticed you had already mentioned Carlton, the 'rounded' wrap over stays are typical of the marque, but others may have also done the stay tops this way?

Interesting Campag rear dropout.....got the 'shape' for the spring hole......but no hole!? so guessing frame is from the 60s
