I think it is something we see on some older frames; I think that the flux was not thoughly cleaned from that joint (You can see a bit of whitish substance in part of the cracked area) In any case, the enamel formed a film over it but time and vibration and maybe moisture eroded the flux, causing the surface to crack away... The joint should be plenty strong, but when the flux dissolves further, it will give access for oxidation, ie., rust,,,,
