The 1940 Claud Butler catalogue has only one model, the Tourist Anglais, mounted with Resilion cantilever brakes. It has no models with Super Champion or that style of rear derailleur; they spec Simplex or Cyclo derailleurs instead.

The 1949 Claud Butler catalogue illustrates its Deluxe Tourer model with Resilion cantilever brakes, and its Allrounder model with that style of rear derailleur.

So from these two sparse datapoints, it's possible that the bike is original as purchased in line with the seller's claim of 1940s vintage. It could have had some parts changed or added at time of purchase, like the handlebar stem and front derailleur.

If someone purchased it as a bare frame (my understanding is that this was commonly done to avoid being taxed on purchase of a complete bike), then they could put on their own parts, or someone at the shop put on their parts "out back."
