Could that seatpost arrangement provides a very forward saddle position for climbing, which might be otherwise impossible to achieve with that frame geometry? Wish I had another view showing it from a more oblique angle. Looks like handlebar tape is wrapped around the post where it overlaps the frame and rear brake cable.
